More actions... then Change partner, there you'll be able to change the partner types of each relationship, next go to the Partners tab and select Edit [name]'s details there you can change the type of relationship it is between each partner of that person.
Do it in whatever order you want you can change their relationship type first seting them to Married then changing them from being ex-partners to them being eachothers primary (or extra) partner.
