Why does an arrow cursor appear and not let me get back to the normal cursor to move the page side to side?

I have the same problem. frustratig!

I also find that the cursor will not move the tree, so I reload the page. Sometimes this helps, if not, then I turn off the computer and do a computer software cleaning. I use Ccleaner, WiseCare 365, and Jet Clean.
