You can't link people as brothers if they have no parents. As long as you have parents, you can put them both as children of those parents and they should appear as brothers. To add parents, click the "add parents" button beneath "Click to add relatives of blank." To add as children of parents already on the tree, click "change or delete," "change parents," and then "chose new parents from tree." I hope this is helpful!
