Photos are not saved as part of the GEDCOM file format. It's a shame, because that would be handy. Someone suggested using cloud based photo storage for your photos and putting each person in their own album. Or using something like Google Sites Wordpress to make webpages with the photos on them. Either way, you can put the URL for the photos in as the website for the person and then the information is always available. That doesn't really help if you are including pictures on your family tree.

If you open the html file most browsers will allow you to right click on the persons photo and save the image to a file on your computer. (Use the sidebar picture for best results.)  you can then add that photo to the new tree.  Time consuming but you'll get there eventually.
