Mine doesn't show "Choose File"...
If you click on a person, on the top just above the Contact tab, there is a gray button that says Add Photo For name. If you click that, it opens a new section with three buttons: Browse, Upload, and Cancel. If you click Browse, you should be able to go to where the photo is on your computer, double click it, and then click the Upload button and the photo should instantly appear.
