I want to add someone already in the tree as a child of some one who is also in the tree.

Assuming they are already in the tree because they married someone in the tree, then I would delete them from the tree in their current spot, add them to the tree as the child, then go back to the original spouse and choose the "Parter with someone already in tree" option.
