I have a family tree of over 700 people, but I'm trying to make a downsized version for a specific part of my family. It would take forever to delete people one by one.

There is no functionality like that built into Family Echo. You could try GedSplit.exe. It is an older program that works with your GEDCOM file (which you can export and import from Family Echo). Note that GEDCOM files do not include photos.
