It's just when a person has another partner. If you ciick on the person who has more then one partner, then go to the "Partner" tab in between ""Person" and "Contact", then you should be able to assign them in a specific way. Say one is divorced but the other is engaged to the "main" person, then you would be able to say that. Sorry this isn't the most coherant answer.
